CALGARY — TransCanada Corp., the Calgary-based energy company, said in its quarterly results that it agreed to sell its 62 per cent stake in five wind farms in Quebec’s Gaspe peninsula to Innergex Renewable Energy Inc. for about $630 million.The Cartier wind power facilities currently have a total generating capacity of 590 megawatts and Innergex says the long-term plan is to generate approximately 1,780 gigawatts — enough to power about 80,900 Quebec households.The electricity produced by the wind farms is sold under existing agreements at fixed prices for terms of 20 years with Hydro-Quebec.Innergex said it expects the acquisition to generate revenues of approximately $82.9 million.The sale is subject to closing conditions and is expected to close in the fourth quarter of 2018.Following the sale, TransCanada said it will continue to be one of Canada’s largest private-sector power generators, producing enough power to meet the needs of more than six million homes.TransCanada also reported that second-quarter profits fell by 11 per cent.Net income attributable to common shareholders amounted to $785 million, or 88 cents per share, down from $881 million, or $1.01 per share during the same period in 2017.The most recent quarter included an $11 million after-tax loss related to the winding down of U.S. Northeast power marketing contracts.Revenue totalled $3.2 billion, largely in line with last year.Excluding that impact and adjusting for other items, earnings amounted to 86 cents per share, up from 76 cents per share in the year-ago quarter.That beat analysts expectations for adjusted earnings of 75 cents per share, according to Thomson Reuters Eikon, as 2018 results included projects that recently entered service and the positive impact of U.S. tax reform.The company projects that earnings and cash flow will continue to rise amid new projects entering service, strong market fundamentals and maintenance capital spending advancing as planned.TransCanada declared a dividend of 69 cents per share for the quarter ending Sept. 30, and expects annual dividend growth between eight to 10 per cent over the next few years. read more

Since 2008, Blue September has been lighting towns and painting faces everywhere blue to raise awareness and support for cancer in men. The initiative supports the Australian Cancer Research Foundation and Bowel Cancer Australia, to increase awareness of cancer in men while at the same time, raising money to support vital cancer research. Each year 22,000 Australian men are expected to die of cancer, with 1 in 2 Australian men diagnosed with cancer at some stage of their life by the age of 85. The national campaign is aimed at raising awareness about cancers that affect thousands of men each year in Australia, but which can often be prevented through lifestyle choices. Last year in Australia, California and New Zealand, everything seemed to be turning blue, from, Capitol Records in Hollywood to the Sydney Harbour Bridge which were both turned blue with lights for the event. The campaign is spreading to include UK and Ireland this year. Volunteer firefighters around the state are being recognized for their dedication and service this week as part of the state’s first Volunteer Firefighter Recognition Week.Locally, volunteer firefighters with East County Fire & Rescue will be recognized at a breakfast later in the month, spokesman Rick Knapp said.The agency, which is primarily staffed by volunteers, responded to 888 calls in 2011, up 190 from 2010 and about 46 percent more than 2007, district spokesman Rick Knapp said in a release.“Since 1947, East County Fire & Rescue (formerly fire districts 1 and 9) has relied on 375 volunteers providing over 2,267 years of dedicated service to our community,” Knapp said.East County Fire & Rescue serves an area that is a little less than 60 square miles surrounding Camas and Washougal. Firefighters have to truck water in to battle fires because there are no hydrants in the service area, Knapp said.“Volunteers either get paid nothing or minor reimbursements for their time,” said district Chief Scott Koehler. “There are communities that rely solely on volunteer response. Air Pegasus, a grounded domestic carrier has been a issued show cause notice by aviation regulator Directorate General of Civil Aviation (DGCA) for failure to carry out air operations. The airline has 15 days of time to respond to the notice, which was issued on October 5.The Bengaluru-based carrier has not operated since July 27 owing to huge losses and the airline’s failure to pay rentals to aircraft leasing companies. The lenders have already approached the aviation ministry to take back their ATR planes to their countries.”Capability to operate services is one of the conditions to secure flying permit. However, all three aircraft of Air Pegasus are grounded and its capability (to run the services) has degraded,” an aviation official was quoted as saying by the Press Trust of India.However, on the contrary, the Managing Director of the airline told a publication that the carrier plans to re-start its operations in from the next month. “We are not in receipt of a show-cause notice from DGCA. We intend to re-start our operations. We are hopeful of regularising issues and to start operations by early November,” Shyson Thomas, MD, Air Pegasus, was quoted as saying by the Hindustan Times.The carrier, which has 3 aircraft in its fleet operated to seven destinations in South India since it began operations in April last year. According to section 15(2)(b) of Aircraft Rules 1937, the DGCA may cancel or suspend the license of an airline until a period it thinks fit, if it is satisfied that the holder of the permit has failed to establish a safe, efficient and reliable service. read more

Google faced a major outage on Monday this week as it went down for over an hour, taking a toll on Google Search and a majority of its other services such as the Google Cloud Platform. The outage was apparently a result of Google losing control over the normal routes of its IP addresses as they instead got misdirected, due to a BGP (Border Gateway Protocol) issue, to China Telecom, Nigeria, and Russia. The issue began at 21:13 UTC when MainOne Cable Company, a carrier in Lagos, Nigeria declared its own autonomous system 37282 as the right path to reach 212 IP prefixes that belong to Google, reported ArsTechnica. Shortly after, China Telecom improperly accepted the route and further declared it worldwide, leading to Transtelecom and other large service providers in Russia to follow the same route. A networking and security company, BGPmon, who assesses the route health of networks, tweeted out on Monday that it “appears that Nigerian ISP AS37282 ‘MainOne Cable Company’ leaked many @google prefixes to China Telecom, who then advertised it to AS20485 TRANSTELECOM (Russia). From there on others appear to have picked this up”. BGPmon also tweeted that redirection of IP addresses came in five distinct waves over a 74-minute period: Another Network Intelligence company, ThousandEyes tweeted how a “potential hijack” was underway. As per ThousandEyes, it had detected over 180 prefixes affected by this route leak, covering a wide range of Google services. This led to a growing suspicion among many as China Telecom, a Chinese state-owned telecommunication company recently came under the spotlight for misrouting the western carrier traffic through mainland China. On further analysis, however, ThousandEyes reached a conclusion that, “the origin of this leak was the BGP peering relationship between MainOne, the Nigerian provider, and China Telecom”. MainOne is in a peering relationship with Google via IXPN in Lagos and has got direct routes to Google, that leaked into China Telecom. These routes then further got propagated from China Telecom, via TransTelecom to NTT and other transit ISPs. “We also noticed that this leak was primarily propagated by business-grade transit providers and did not impact consumer ISP networks as much”, reads the ThousandEyes blog. BGPmon further tweeted that apart from Google, Cloudflare also faced the same issue as its IP addresses followed the same route as Google’s. However, Matthew Prince, CEO, CloudFare, told Ars Technica that this routing issue was just an error and chances of it being a malicious hack was low .“If there was something nefarious afoot there would have been a lot more direct, and potentially less disruptive/detectable, ways to reroute traffic. This was a big, ugly screw up. Intentional route leaks we’ve seen to do things like steal cryptocurrency are typically far more targeted” said Prince. “We’re aware that a portion of Internet traffic was affected by the incorrect routing of IP addresses, and access to some Google services was impacted. The root cause of the issue was external to Google and there was no compromise of Google services,” a Google representative told ArsTechnica. MainOne also updated regarding the issue on its site, saying, that it faced a “technical glitch during a planned network update and access to some of the Google services was impacted. We promptly corrected the situation at our end and are doing all that is necessary to ensure it doesn’t happen again. The error was accidental on our part; we were not aware that any Google services were compromised as a result”. MainOne further addressed the issue on Twitter saying that the problem occurred due to a misconfiguration in BGP filters: The main takeaway from this incident remains that doing business on the Internet is still risky and there are going to be times when it’ll lead to unpredictable and destabilizing events, that may not necessarily be ‘malicious hacks’. Α law mandating that district sewerage boards may not collect more in total fees than they did last year has been vetoed by President Nicos Anastasiades on grounds of unclear provisions that could lead to legal challenges, it emerged on Thursday.The law, passed on November 3, was needed so that the Paphos Sewerage Board could be strong-armed to submission following its refusal to comply with an earlier plea by the House interior committee for boards to limit the total fees they levied to last year’s total revenues.Sewerage board revenue collection was radically overhauled this year, after fees were, for the first time, imposed on land value estimates by the Land Registry in 2013, replacing 1980 land values that in many cases ignored fluctuations in values, which resulted in suppressed fees.Lowering the rates to be imposed on the newly-inflated land values, sewerage boards – constrained by a ‘cost neutrality’ rule that prevents them from collecting more than is required to build the sewerage systems – budgeted for revenues equal to total capital expenditure plus loan-servicing costs.This turned out to be a problem only in Paphos and Nicosia, where total revenues for 2017 exceeded those of 2016 by 30 and 13 per cent, respectively.But while Nicosia was quick to comply with the House committee’s plea, Paphos mayor – and Sapa chief – Phedonas Phedonos put up a fight, refusing to abide on grounds that last year’s revenues would not cover the board’s loan instalments. He also accused parliament of cheap populism ahead of January’s presidential election.The issue was further confounded by the fact that at the time, sewerage boards had already sent out the bills to the public, with many owners having already paid their sewerage bill, while others had not ahead of the November 6 deadline for payment.Parliament responded by extending the deadline for payment to the end of the year and including a provision that anyone who had already paid the higher fee would have the overcharge deducted from next year’s fees.But Anastasiades – on advice from attorney-general Costas Clerides – vetoed it, sending it back to the House for amendment.According to the accompanying letter, dated November 16, article 51 states that the term “total fees levied” is not clearly defined in the law, resulting in the possible interpretation by owners that their total fees for the year may not be higher than last year.In addition, Anastasiades argued, the arrangement proposed by the law creates an administrative cost to sewerage boards, which will be required to assess an owner’s property value to determine whether any fees were changed, and then offset any overchange in next year’s bill.At the same time, he added, the public is burdened with unnecessary inconvenience, as it will be required to establish whether the boards have offset their overpayment correctly.Speaking on state radio on Thursday, Phedonos said the entire affair reeks of campaign-trail politics.“You can see all the parties killing each other ahead of the presidential election, but they banded together on this issue,” he said.“And they decided to legislate it after I reacted – because they had already agreed everything with the Nicosia municipality, due to a relationship with one of the presidential candidates.”Phedonos was implying that Diko leader Nicolas Papadopoulos and Nicosia mayor Constantinos Yiorkadjis, who are half-brothers, had agreed to introduce the reduced fees.In a statement of response, Yiorkadjis said Phedonos’ claim was “unacceptable”.“May I remind Mr Phedonos that the legislative proposal was sponsored by Disy, Diko, Edek, Solidarity and Elam, as well as independent MP Pavlos Mylonas, and approved by parliament unanimously,” the mayor said.“The Nicosia Sewerage Board’s November 6 decision to adopt the House committee’s plea was also unanimous.”The House interior committee is expected to accept the veto in next week’s session and work on amendments that will address the problems identified.Chair Eleni Mavrou said that the new draft could be put to a plenary vote as early as next Friday.“Τhe president’s veto is a technical one – there is constitutional issue that needs to be addressed,” she said.“The Legal Service believes that the wording is not sufficiently clear.
